Initial design work on a modified ‘S’ class for 1939 would seem to explain why DNC could offer a fresh design instead of a simple repeat ‘S’ class in January 1940. However, note that very soon they were replaced by a minelaying design. Note that the 1939 Patrol and Minelaying Cover includes a discussion of the control room planned for the 1940 ‘S’ class.

To increase minelaying capacity, tubes for six to eight mines were proposed for the saddle tanks of the three 1938 ‘T’ class (Tetrarch, Talisman and Torbay). The mine was that designed by Vickers for submarines it built for Estonia. The wells carried six mines on each side. Trials in Tetrach were not entirely successful (comments in the Cover are more acid) and when carrying mines 1.5 knots was lost. This speed could nearly be eliminated if the minelaying ports were blanked off, a drydock job.³² Only Tetrarch was tested with mines and none was ever carried operationally. In March 1940 it was decided that the seven War Programme ‘T’ class would not have mine wells in their saddle tanks.
